Vic: Five off-duty police appear in court over city bashing

MELBOURNE, April 22 AAP - Surveillance video of an alleged attack on a heroin userby five off-duty police officers was shown to a Melbourne court today.

The grainy black-and-white footage, taken from two public security cameras, showeda group of men in plain clothes dragging their victim from a central Melbourne streetinto an alleyway.

The five off-duty officers are accused of kicking and punching 22-year-old Linh Ho,in Waratah Place, in Melbourne's Chinatown district, about 4.30am on December 15, 2000.

Mr Ho, who now lives in Brisbane, suffered bruising and cuts during the alleged assault.

The Melbourne Magistrates Court heard that Mr Ho, his sister and her boyfriend werestanding outside an amusement parlour in Russell Street after a security guard refusedthem entry, suspecting them of being drug traffickers.

A dispute broke out between Mr Ho and the off-duty policemen who were walking towarda nearby fast-food store, the court heard.

Mustafa Eliss, a security guard, said an Asian male told him he was concerned the groupof men thought he had asked if they were "chasing" - an offer to sell heroin - as theywalked past.

Moments later the group turned back toward Mr Ho, one of them flashed a badge at himand said "let's go", Mr Eliss said.

The group of men dragged Mr Ho toward nearby Little Bourke Street after he resistedthem, the court heard.

"They were all around him, kicking him, hitting him," Mr Eliss said.

The five accused men are: Senior Constable Brendon Williams, 31, of Templestowe, ConstableLuke Bresnan, 26, of Yarraville, Constable David Boulton, 24, of Melbourne, ConstableMatthew Vernon, 29, of Essendon, and Constable Anthony Town, 32, of South Yarra.

All five, who have been suspended with pay from duty, face charges of assault and falseimprisonment, while Town and Vernon face an additional charge of failing to do their publicduty.

None of the defendants have entered pleas.

The committal hearing continues tomorrow before Magistrate Peter Mealy.

NSW: Passengers unaware of airport emergency

SYDNEY, Dec 11 AAP - Passengers on board a Thai Airways flight at the centre of a security
scare at Sydney Airport this morning said they were unaware there had been a problem until
they disembarked.

Eleven ambulances and emergency and fire crews were called to the airport in response
to an airport alert shortly after 6am (AEDT).

A police spokesman later said a plane had landed without incident following a "potential
problem".

Subsequent investigations indicated an incident on board the plane had sparked the alert.

However, the incident was not unlawful and appeared to have been a false alarm.

The plane involved was Thai Airways flight TG991 inbound from Bangkok and due to land
in Sydney at 6.15am (AEDT).

Passengers disembarking this morning were unaware of the drama surrounding their arrival.

They told AAP there had not been any announcements or incidents onboard and the flight
had landed as normal.

They said the first time they became aware that something was amiss was when they were
greeted by a heightened security presence on the gangway between the plane and the terminal,
including a number of Australian Protective Services personnel.

Lynne Lear, travelling from Bangkok with her husband and daughter, said there was no
panic on board although there had been a delay in collecting luggage.

"Then they asked for two men to go forward and declare themselves at the baggage carousel,"

Mrs Lear said.

"I gathered there had been some type of scare because there were too many security personnel."

Sydney Airports corporation spokesman Peter Gibbs said it appeared an alarm had been
accidentally triggered.

"The police have confirmed it was a false alarm," he told reporters at the airport.

"They interviewed the captain once the aircraft had been put in bay.

"We assume it (the alarm) was accidentally bumped.

"Because it was an accident nobody in the cabin crew, or even tech crew in the cockpit,
knew it had happened."

Fed: Budget deficit unnecessary, says Crean

Opposition treasury spokesman SIMON CREAN says pushing the budget into deficit shouldn't
be necessary because the surplus should now be generous.

Prime Minister JOHN HOWARD said yesterday he isn't attracted to running a small budget deficit.

Economists have suggested the May 22 budget would be an opportunity to run a small
budget deficit to stimulate the economy.

Mr CREAN'S told ABC Radio that three years ago the forecast for the surplus this year
was supposed to have been $11 billion but now the PM says it's barely going to be a surplus.

He says the government is mismanaging the Australian economy.

Fed: PM pledges to investigate ECTEC entitlements

SYDNEY, Dec 14 AAP - Prime Minister John Howard today promised to investigate the case
of 180 workers left jobless and owed $4 million in entitlements after a company collapse.

The Australian Manufacturing Workers Union (AMWU) said yesterday the workers employed
by national crane manufacturer Electruck and Crane Components Company Kennedy Taylor were
told on Monday that parent company ECTEC had folded.

AMWU state secretary Paul Bastian said the workers had been employed by a company with
insufficient assets to pay their entitlements.

Today Mr Howard said a government scheme was already in place to help the workers.

"I will investigate the details of this," he told radio 2UE.

"I don't have (the details) with me and I'll get some advice on it.

"But there is a federal government scheme available that will give some assistance
to those people.

"It's already in place. I know it's more limited than other people would like, but
at least we have a scheme, unlike the state governments of Australia who aren't prepared
to contribute anything to our scheme."

If there had been any illegal behaviour by the company or its officers, the Securities
Commission would investigate it, the prime minister said.

However Mr Howard said he was not suggesting there had been any illegal behaviour.

Mr Bastian said the failure of the company was a blow to workers, particularly so close
to Christmas.

"One guy has been saving up his long service leave because his wife is on a transplant
list - he's lost all that now and has been told there's little hope of recouping it,"

he said.
